Open Question: Ticket violation for Illinois Drivers under 21?

I am really confused here. I got a ticket violation in Bartlett when I was 18 years old in August 2010 for illegal lane usage. When I was 19 I didn't have any more tickets. Until last night I got my 2nd ticket for speeding 47 on a 30 in Naperville after my 20th birthday in January of this year.
